Advance cargo reporting in both Canada and U.S. for rail, truck, air and marine
The Canada Customs and Revenue Agency (CCRA) in Canada and the Bureau of Customs and Border Protection (CBP) on the U.S. Department of Homeland Security have both just announced new proposed timeframes for advance electronic cargo reporting.
CBP has now announced the publication of the Notice of Proposed Rulemaking (NPRM) in the July 23, 2003 Federal Register. Interested parties have until August 22 to comment on the proposed regulations. CCRA released its own proposals for advance cargo reporting on July 22. The comment period for the Canadian regulations ends on August 30. CCRA's notice can be found at:

FCPC members who manufacture food products will need to comply with these reporting requirements and the proposed rules for registration and prior notice of food products released by the U.S. Food and Drug Administration.

Bioterrorism Preparedness and Response Act of 2002
"The events of Sept. 11, 2001, reinforced the need to enhance the security of the United States. Congress responded by passing the Public Health Security and (the Bioterrorism Act), which President Bush signed into law June 12, 2002.
May 6, 2003, the FDA announced publication of the final two food safety proposed regulations required by the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 ("The Act"), which gave FDA new authority to protect the nation's food supply. These two proposals deal with establishing and maintaining records among food firms, and the administrative detention of foods that may pose a risk to public health. The other two proposals, concerning the registration of food facilities and prior notice of imported foods, were published in January 2003.
